Fiber Mesh turns the basic Fiber supply into stronger equipment material. Keep it separate from first aid supplies: the Basic and Enhanced First Aid Kit recipes use Fiber directly.
Quick answer: Craft 1 Fiber Mesh at the Fabricator with 2 Fiber and 1 Strong Acid. The Fiber costs 4 Fibrous Pulp in total. Rebreather needs 2 Fiber Mesh; Improved Fins needs 1.

Route and unlock plan
Fibrous Pulp becomes Fiber; add Strong Acid for Fiber Mesh.
Step 1
Collect 4 Fibrous Pulp
This is enough to make the 2 Fiber required for one mesh.
Step 2
Make 2 Fiber
Each Fiber takes 2 Fibrous Pulp at the Fabricator.
Step 3
Add Strong Acid
Combine the Fiber with 1 Strong Acid to make 1 Fiber Mesh.
Step 4
Reserve the equipment cost
Keep 2 mesh for Rebreather or 1 mesh for Improved Fins.
